Summary


Saint Lucia was one of the nine Caribbean countries which benefited from the project, Enabling Gender-Responsive Disaster Recovery, Climate, and Environmental Resilience (EnGenDER). In 2020 EnGenDER launched its Offer of Complimentary Funding (OCF) which aimed at addressing financing gaps and promoting sustainable climate financing with a focus on gender-responsive action. Saint Lucia competed for the OCF and its proposal was successful. The proposal was to conduct institutional analyses and gender assessments in the Infrastructure and Spatial Planning sector as well as four other sectors (Health, Education, Tourism and Resilient Ecosystems) prioritized in the National Adaptation Plan (2018 – 2028) and the Energy Sector, which is a focus in Saint Lucia’s reviews of its Nationally Determined Contributions.

This report presents findings from the policy and institutional capacity assessment of Gender and Climate Change adaptation planning in the Infrastructure and Spatial Planning Sector of Saint Lucia. Despite limitations due to the COVID-19 pandemic, the report gathered significant information from desk reviews and online consultations with key informants. The review encompassed assessments of Saint Lucia’s climate change impacts, existing adaptation policies, global literature on gender and climate change, and gender dimensions of climate impacts. Online consultations with key stakeholders further enriched the findings, providing insights into gender considerations for developing Sectoral Adaptation Strategies and Action Plans (SASAPs) in the infrastructure and spatial planning sector.
