Summary

The Economic Commission of Latin America and the Caribbean (ECLAC) provided Technical Assistance to Saint Lucia to assess gender data availability, access and use in decision making. The assessment led to targeted recommendations aimed at addressing structural and specific challenges, including insufficient integration of gender considerations in decision-making, weak inter-agency coordination, and resource constraints. Recommendations encompassed actions such as appointing a ministerial gender champion, establishing an inter-agency coordinating committee, amending legislation, reinstating gender focal points, restructuring relevant departments, and implementing an integrated data management system. Furthermore, the assessment proposed adapting the CARICOM Gender Equality Indicators (GEIs) model to Saint Lucia’s context. Currently, Saint Lucia can report on 30 out of 33 CARICOM GEIs and with the suggested recommendations, it could increase its reporting capacity to 96.7% in the medium term. However, to fully meet the requirements, Saint Lucia needs to incorporate specific questions into surveys, mandate gender statistics provision from financial institutions, and ensure gender data availability in the digital land registry. Overall, the implementation of these recommendations is anticipated to bolster Saint Lucia’s ability to monitor and advance gender equality effectively.
