Summary

This report synthesizes the gender-based climate resilience analysis conducted in Saint Lucia under the Enabling Gender-Responsive Disaster Recovery, Climate, and Environmental Resilience in the Caribbean (EnGenDER) Project. This baseline analysis in Saint Lucia provides data on gendered vulnerabilities and inequalities, successes and barriers to women’s empowerment, and projected climate impacts with a focuses on three priority sectors: Agriculture, Fisheries, and Water, three priority sectors in Saint Lucia’s National Adaptation Plan. The report presents findings and recommendations to guide gender-responsive policy and planning, emphasizing the need for better coordination, oversight, and resource allocation. It highlights structural inequalities exacerbating vulnerability to climate change, particularly in income insecurity, poverty among women and children, and limited access to social protection. Recommendations include promoting gender sensitivity in socio-economic programs, improving access to education and training for vulnerable groups, and investing in MSME development.
